Biography

Luca has extensive expertise in contractual issues concerning the public sector as well as services of general economic interest. He is Managing Partner at Studio Legale SZA.

He has been engaged by state, regional and local public administrations to carry out studies and research for the purposes of identifying, defining and regulating their respective legislative and regulatory competences in matters relating to environmental protection, energy, transport, waste management and water resource management.

Co-author of monographs and numerous articles on public services and public procurement, Luca is a regular speaker at conferences and lecturer at seminars on environmental law, public utilities, public contracts, project finance and forms of public-private partnership in the management of services of general economic interest.

He sits on the editorial board of “Servizi a Rete” magazine, and has been appointed to both ministerial and regional committees, bodies and commissions operating in the environment and public utilities sectors.

He graduated from Milan University in 1994 and was admitted to Milan Bar in 1998.
